I think in general Big Mom's goal was always to make the world the better place. I mean look at Whole Cake Island as an example, it's a place where people of any species can live with one another. Yes Big Mom can be cruel and I think that's because you have to like that sometimes in a world with such strong people who'll beat you down if they saw you as a weakling.
So I think it makes sense for BM to be pissed, but I get what you're saying but I think that just points out to the flaw in BM's behavior because she aims to do the right thing, but her means are not the best.
Kind of like Doctor Doom.
He's technically an antagonist but in his home country he's surprisingly fair and the citizens love him.
i might be wrong here but if memory serves me right then the citizens of dooms country has no idea how much shit he does outside of the country... but yeah doom is a really bad guy who knows how to run a country
...i kinda think of big mom as a kid with way too much power.. sure she might be trying to do what is right in her mind but on the other hand she litterally rips the soul out of anyone she dislikes hell even the ones she likes when she gets hangry.. im sure she is somewhat good at being a leader since she managed to create her own kingdom from scratch granted it was with the help of the baker guy and a bunch of shady and extremely destructive methods but she got it too work somewhat and sure she wants to help the ones that have helped her which makes a lot of sense but when she gets angry which she gets pretty damn easily she throws her brain out the window and acts like a child that was told no for the first time... she has her moments of good intentions but they are few and far between but then again it makes sense since she is an antagonist or atleast that my view on big mom :)

I mean she didn't "Create Multiple Islands"... Streusen (the Head Chef who picked her up when she was a Kid) used his DF to turn existing Islands into the Food appearance we see them as. His DF, The Kuku Kuku no Mi (The Cook-Cook Fruit) can turn anything into Food... the only drawback is the food doesn't taste good.
Big Mom just used her DF to turn the Objects on the islands into Homies
you dont get it, those people from the town had nothing, literally nothing, so they should have never been hurt. Big Mom did things that benefit her, but Kaido people hurt good and poor people for no reason in Big Mom eyes, which should have never been done. If Kaido's people had some benefit for hurting them she would have probably understand but in her eyes such poor and good people should have been left alone. And also with Big Mom Childhood it was even worse in her eyes. Even in reality, pirates that attacked or killed poor and good people we're hated by other pirates, afterall most pirates we're poor themselfs, so it's personal feelings when people like that get attacked. There was an famous pirate if i'm right that started attacking poor towns and traumatised people, he was eventually wounded by another pirate that came from one of those towns originally, after that he never attacked for no reason. And he was famously hated by a lot of pirates during his lifetime.

It's consistent with her character though? Big mom has throughout the series been only about her family, everything she does is for the benefit of her family, she saw the town as her family because they helped her in her time of crisis, and Kaido's men killed her "family".
She is selfish and only use them for her own benefits.. Look at pudding.. If family is important she wud accept and not to kill any of them if one of them will not do what's her plan.. Example of Lola... Lola denied the marriages that can benefits for her and the island.. So she runaway and hiding...
